On July 1, 1999, Dr. Faye Pappalardo became the second President of Carroll Community College. Her extensive career in academia has given her a wealth of experience upon which to draw as she leads the college into the twenty-first century.
The President is the chief executive officer of the College, through whom the Board carries out its mission and vision. The President coordinates the efforts of the faculty and staff of the College, to ensure that the quality of the programs and services offered are consistent with the philosophy, objectives, and policies of the College and the Board of Trustees.
Under Dr. Pappalardo's administration, the College has experienced remarkable growth and has held the distinction in past years as the fastest growing community college in Maryland.
Educational Background:
A native of Philadelphia, Pennsylvania, Dr. Pappalardo earned a Bachelor of Science degree in Secondary Education from Mount Saint Mary's College, post-graduate work in French at the Catholic University of America, a Master of Science degree in Higher Education from Johns Hopkins University, and a Master of Arts degree in Higher Adult Education from Columbia University. She received her Doctorate in Higher and Adult Education from Columbia University and completed Harvard University's Institute for the Management of Lifelong Education. While studying abroad, she received a certificate in French Studies from L'Institut Catholique de Paris.
Highlights of the Presidency of Dr. Pappalardo:
- The newest completed building on the college campus-the Nursing and Allied Health building-was dedicated and opened to students Dr. Pappalardo's vision and tireless advocacy made the dream a reality. A year later, 100 percent of the first nursing graduates passed the licensing exam on the first try.
- Another new building, Classroom Building Four, is under construction. A groundbreaking was held. The building is estimated to be open for occupancy in fall, 2009.
- Campus expansion has blossomed through the opening of several other buildings. During her tenure as President, the college opened the Robert Annis and Phyllis Barrett Scott Center for the Fine and Performing Arts, the Business Training Center, and the Life Fitness Building.
- Dr. Pappalardo has developed stronger ties with our business partners, Carroll County Public Schools, and the Office of Economic Development.
- Under the President's stewardship, a major gifts solicitation called the "Partners Campaign" was created. The campaign reached its goal of $4 million and celebrated with a closing event honoring major donors.
- Under Dr. Pappalardo's administration, countless students have graduated and transferred to prestigious four-year colleges, while other students have entered the workforce successfully.

- Named "Citizen of the Year" by the Westminster Rotary
- Named one of "Maryland's Top 100 Women" by the Daily Record
- Selected to Who's Who in American Education
- Nominated by the Carroll Community College Senate for the "Outstanding Administrator Award", Maryland Association for Higher Education
- Phi Theta Kappa National Honor Society
- "Outstanding Speaker of the Year" for the Association of Women Teachers in Carroll County
Leadership and Service to the Community:
- Chaired several accrediting teams for prestigious Colleges and Universities
- Accreditation of Carroll Community College by the Middle States Commission of Higher Education and preparation of the Periodic Review Report
- Past President of the Carroll County Chamber of Commerce
- Current Vice-Chair of the Board of Directors of Carroll Hospice
- Current member of the Carroll County Economic Development Commission
Professional Background:
Dr. Pappalardo has been a part of Carroll Community College's leadership team since 1988. Her first position was Dean of Student Services. Subsequently, she became Vice President of Teaching, Learning, and Institutional Planning; Executive Vice President; then Associate President. Her career encompasses working in all aspects of higher education, including academic affairs, student affairs, planning, research, finance, budgeting, and resource development.
Before joining Carroll Community College, she was Dean of Student Affairs at the Community College of Baltimore in Baltimore City and Dean of the College at Bay College in Baltimore City.
